No significant civic building is made by a single decision. A federal courthouse requires agencies, municipalities, and community consensus about what justice should feel like at street level; an urban park requires a public agency, a business improvement district, and the neighbors, businesses, and visitors who use it every day. Bryant Park succeeded because the city, the New York Public Library, and the Business Improvement District reached alignment on incentives and responsibilities — and H3's role was to help build that alignment, not inherit it.
